Some human behavior is unintelligent, but the Turing test requires that the machine be able to execute all human behaviors, regardless of whether or not they are intelligent. It even tests for behaviors that we may not consider intelligent at all, such as the susceptibility to insults or the temptation to lie. If a machine cannot imitate human conversation in detail, it fails the test, regardless of how intelligent it may be.
